Fenshui is a township in Xiangtan County, within the prefecture-level city of Xiangtan, in Hunan Province, China. It is a rural administrative unit rather than an urban centre, and should not be confused with other places bearing the same name.
The township lies in the northern part of Xiangtan County. It is bordered by Shigu Town to the west and south, Xiangxiang City to the north, and Paitou Township to the east. As of the 2000 census, Fenshui had a population of 39,898 and covered an area of 85.33 square kilometres (about 32.95 square miles).
Its position adjoining Xiangxiang City to the north places it near the boundary between Xiangtan County and the neighbouring county-level city, in a part of Hunan characterised by rural townships and small towns rather than large urban settlements.
