Pan'an is a county in central Zhejiang province, China, under the administration of the prefecture-level city of Jinhua. It lies in the mountainous interior of the province, a region of central Zhejiang rather than the coastal plain where most of the province's large cities are found.
As a county rather than a city proper, Pan'an is a largely rural administrative area whose settlements are small towns and villages set among hills and valleys. Its position within Jinhua's jurisdiction places it among the inland counties that make up the western and central parts of Zhejiang.
Pan'an is best known for its mountain scenery and for the traditional medicinal herbs cultivated in the area, particularly the plant known as baizhu (Atractylodes), for which the county has long been noted. The county's cool, high-elevation climate and forested terrain distinguish it from the busier urban centres of the Zhejiang coast.
