Zminec is a village located in Vlorë County in southern Albania. It is situated in the former commune of Livadhe, which was reorganized during the 2015 local government reform in Albania. Following this administrative restructuring, Zminec became a subdivision of the municipality of Finiq.
The village is part of the Finiq municipality, which encompasses several settlements in the southern region of Albania near the Ionian Sea coast.
