Llugaj is a village and former municipality in Kukës County, in northern Albania. Following the 2015 local government reform, it became a subdivision of the municipality of Tropojë.
At the 2023 census, Llugaj had a population of 1,190. It is located in the mountainous far north of the country, within the Tropojë administrative area.
