Frashër is a village and former municipality in Gjirokastër County in southern Albania. Following the 2015 local government reform, it became a subdivision of the municipality of Përmet. Its population was recorded as 387 at the 2011 census.
The municipal unit of Frashër consists of eight villages: Frashër, Zavalan, Ogren-Kostrec, Gostivisht, Miçan, Vërçisht, Kreshovë and Soropull.
