Rukaj is a village and a former municipality in Dibër County, in northern Albania. Following the 2015 local government reform, it became a subdivision of the municipality of Mat.
At the 2011 census, Rukaj had a population of 2,507. The settlement is located in the Mat region of northern Albania, within Dibër County.
