Arras is a village and a former municipality in Dibër County, in northeastern Albania. It is located in the mountainous Dibër region of the country.
At the 2015 local government reform, Arras ceased to be a municipality in its own right and became a subdivision of the municipality of Dibër. Its population in 2023 was 1,866.
