Phúc Yên is a former city located in the Vĩnh Phúc Province within the Red River Delta region of Vietnam. It serves as the capital of the district that shares its name and covers a total area of 120 km2.
The location is situated along National Route 2, which heads northwest out of Hanoi toward the town of Vĩnh Yên. As of 2003, the district had a recorded population of 83,352 residents.
