Mahmudia is a commune located in the Northern Dobruja region of Tulcea County, Romania. It consists of a single village also named Mahmudia.
Historically, the administrative boundaries of the commune were larger; it previously included the villages of Beștepe, Băltenii de Jos, and Băltenii de Sus. These three settlements were separated from Mahmudia in 2004 to form the independent Beștepe Commune.
