Paulis is a former name for the city of Isiro, located in the northeastern part of the Democratic Republic of the Congo. It serves as the capital of Haut-Uele Province.

The city is situated in a geographical transition zone between the equatorial forest and the savannah. Its primary economic resource is coffee, and the local population is estimated to be approximately 182,000 people. The most common languages spoken by residents include Pa-Zande, Lingala, and Swahili.
