Ilaya is an interior barangay located in the municipality of Dapitan City within the province of Zamboanga del Norte in the Philippines. It is situated approximately 15.8 kilometers south of the city proper and lies along the banks of the Dapitan River.
The barangay covers a total land area of 1,839.75 hectares. As of the 2020 census, it has a recorded population of 2,873 residents.
