Salay, officially known as the Municipality of Salay, is a municipality located in the province of Misamis Oriental in the Philippines. According to the 2024 census, the town has a population of 31,128 people.

The municipality is notable for its production of handmade paper and papercrafts. These products are similar in style to washi but are uniquely manufactured using indigenous fibers found within the region.
