El-Shorouk, also spelled Elshorouk, is a satellite city located in the Eastern Area of Cairo, Egypt. It functions as an extension of Heliopolis and is classified as one of the "third-generation" new cities in the region. The city was established by presidential decree 325/1995, which initially allocated 11,000 acres of public land to the New Urban Communities Authority (NUCA), with further allocations totaling 53,000 acres by 2017.
The city is primarily residential in nature. It is characterized by a limited number of malls and projects compared to neighboring areas like Nasr City and New Cairo, a design intended to prevent street congestion. As a new city, El-Shorouk falls under the administration of the New Urban Communities Authority.
