Hulan District is one of nine districts within the prefecture-level city of Harbin, which serves as the capital of Heilongjiang Province in Northeast China. Located in the northeastern suburbs of the region, the district was officially established on February 4, 2004, following its transition from the former Hulan County.
The district is bordered by several administrative areas, including Bayan County to the east, Bin County to the southeast, and Daowai District to the south. It also shares boundaries with Songbei District to the southwest and the prefecture-level city of Suihua to the northwest.
