Qovlar is a town located in the Tovuz Rayon of Azerbaijan. It serves as a significant local center within the region and holds the distinction of being the most populous municipality in the district, with the exception of the capital city, Tovuz.
The town currently has a population of 13,642 residents. It functions as a primary administrative and residential hub for the surrounding area in eastern Azerbaijan.
