Kostar is a village located in the Vlorë County of southern Albania. It serves as a rural settlement within the region's geographical landscape.
Following the 2015 local government reform, Kostar was officially incorporated into the municipality of Delvinë. This administrative change integrated the village into the larger municipal structure of the area.
